Overview

Ready to shape the future?

Nortal is looking for a bold and curious Product Owner / Business Analyst to help us move faster, aim higher, and go further. If you thrive at the intersection of business, tech, and people, and want your work to have real impact, let’s talk.

From our roots in Estonia to a global presence of 2300+ professionals, Nortal combines strategy, design, and engineering to build meaningful solutions in healthcare, government, the private sector, and beyond. We’re transforming the way people pay taxes, manage health and connect with public services, and we’re just getting started.

Responsibilities

What you’ll do

As a hybrid Product Owner / Analyst, you’ll drive the vision and delivery of digital products from discovery to implementation:

  • Understand the problem: Dive into stakeholder interviews, map current processes, and identify real user needs. Turn insights into actionable solutions.
  • Design solutions: Create smart, feasible product ideas that impress clients while respecting constraints.
  • Collaborate closely: Work hand-in-hand with developers, designers, and QA to iterate fast and keep plans adaptable.
  • Define the details: Build clear and comprehensive artefacts. As-Is/To-Be flows, user stories, UML diagrams, data flows, specs, and prototypes.
  • Prioritize and deliver: Own the backlog, track progress, keep everyone aligned, and adjust as things evolve.
  • Support and scale: Be the go-to person for questions, celebrate wins, handle change requests, and measure success against clear goals.
  • Contribute to growth: Spot new opportunities, support proposal work, and continuously share insights to level up the team.

Qualifications

What makes you a great fit

  • You truly care about users and enjoy solving their problems.
  • You’ve got hands-on experience in business or system analysis, and bonus points if you’ve worked in a Product Owner capacity.
  • You're confident with tools like UML, data-flow diagrams, and writing clear specs.
  • You know how to manage goals, timelines, and expectations.
  • You're a strong communicator and thrive in a collaborative environment.
  • You speak and write both Estonian and English fluently.
  • A university degree is welcome but not essential.

Who you are

  • You’re a team player who communicates clearly and confidently.
  • You deliver. You execute and follow through.
  • You think strategically but don’t miss the small stuff.
  • You’re energized by working with people across roles and backgrounds.
  • You adapt easily to change and stay cool under shifting priorities.

What we offer

  • Work that matters: Build solutions that make a real difference in society.
  • A growth mindset: Access high-quality training, a clear career path, and support from a personal Capability Lead.
  • Flexibility: Switch between projects, domains, or even locations with our Nortal Nomad program.
  • A voice that counts: We keep hierarchies flat and communication open, your ideas matter.
  • A human-first culture: Be yourself, find your rhythm, and enjoy a supportive environment.
  • Perks and extras: Team events, spontaneous fun, flexible hours, mental health support, sports and wellness perks, and extra vacation days the longer you stay.

Why Nortal?

We hire for passion and potential, not just your resume. Our core values—deliver results, take ownership, empower others, and grow continuously—shape everything we do. We believe that work should be meaningful, flexible, and fun.

  • We care about your growth & development. In Nortal we support constant improvement and knowledge sharing via Capabilities. In addition to the external and internal trainings, we have a mentorship and onboarding program, your personal Capability Lead and strong 1:1 culture.
  • We prioritize your health & well-being by providing a flexible package for health insurance, sports or massage services. We offer unlimited access to mental health professionals via the MinuDoc platform.
  • We support your work-life balance and provide flexible working hours.
  • It's your choice whether you want to work from the office or remotely. In Estonia, we have offices in Tallinn and Tartu, but with our Work From Anywhere program you have the freedom to work where you work best, and Nortal will help to cover the cost of ergonomic furniture for your home. We have also launched the Nortal Nomad program for people wanting to move short-term to some other country.
  • We offer 2-5 extra vacation days per calendar year based on your tenure at Nortal.
