Overview

Are you a detail-oriented professional with a knack for crafting compelling proposals and optimizing sales processes? Do you thrive in a structured yet dynamic environment where precision and collaboration are key? If so, we’re looking for a Bid Specialist (Manager) to join our Project Management Capability team. In this role you’ll take ownership of bid management and sales process optimization, ensuring high-quality proposals and efficient workflows. Your key tasks will include:

Responsibilities

  • Managing Bids & Proposals – Analyze incoming RFPs, collaborate with internal teams, write and edit proposals, and ensure all documents meet compliance and quality standards.
  • Coordinating the Bid Process – Set deadlines, manage stakeholders, and oversee the submission process, ensuring efficiency and accuracy.
  • Optimizing Sales & Procurement Tracking – Monitor public sector procurement plans, track key sales metrics (win rates, deal volume, cycle length), and refine processes for continuous improvement.
  • Ensuring Data Quality & Organization – Maintain structured documentation, manage sales-related tools (HubSpot, RHR), and systematize proposal archives and reusable content.

Qualifications

  • Experience in tender processing and administration.
  • Background in business, law, economics, or administration (degree completed or ongoing).
  • Strong analytical skills, attention to detail, and structured thinking.
  • Proficiency in Microsoft Office (Excel, Word, PowerPoint); knowledge of JIRA/Confluence is a plus.
  • Estonian language skills with strong English skills (C1).
  • A proactive mindset with a sense of humor!
  • Experience with the Estonian Procurement Register is an advantage.
